Chipping social housing scheme finally gets planners’ go-ahead

Re-submitted plans for a social housing scheme in Chipping have been given the thumbs up by Ribble Valley Council.

The scheme is for six, two storey, three bedroom, semi detached houses for social rent and one, three storey, four bedroom detached private house, on land adjacent to 14 Church Raike, in the village centre.

The recent planning and development committee heard the county surveyor was now happy with the revised arrangements for visibility at the site access and, therefore, had no objections to the proposals, subject to conditions.

However, two letters of objection had been received from residents living nearby voicing a number of concerns.

These included loss of light and view and saying a three storey house was too high for this site; that the appearance was out of keeping and would have an impact on such a beautiful village; impact on highway safety and the bus turning area; an increase in parking and noise.

The objectors also questioned whether or not social housing was needed in Chipping and claimed the development would overcrowd the village.

The development includes a communal parking area for the six affordable homes, opposite 1 - 4 Kirk Cottages, with two spaces per property.

Officers recommended the development should be approved and while they had borne in mind the objections raised by neighbours, said they were “satisfied that any adverse impacts of granting this proposal will not significantly or demonstrably outweigh the benefits”.

They stated: “The proposal represents an appropriate form of development and given its design, size and location would not result in visual detriment to the surrounding countryside, not would its use have an adverse impact on highway safety.”

The planning permission is subject to a number of conditions, also, once the development is built, priority for the social housing will be for people living in Chipping with second priority going to those living in the neighbouring parishes of Bowland Forest High, Thornley-with-Wheatley and Leagram.
